What Is a Disabled Veteran-Owned Business Enterprise?
A Disabled Veteran-Owned Business Enterprise, or a DVBE, is a term used by the State of California, public utilities, and many private corporations to designate a company that is owned and controlled by a Veteran with a Service-Connected Disability rating from the Department of Veterans Affairs.
For DVBE certification purposes, a "disabled veteran" is:
A veteran of the U.S. military, naval, or air service;
The veteran must have a service-connected disability of at least 10 percent or more; and
The veteran must reside in California.
To be certified as a DVBE, a company must meet the following requirements:
- It must be at least 51 percent owned by one or more disabled veterans
- Daily business operations must be managed and controlled by one or more disabled veterans
The federal government's goal is to award at least three percent of all federal contracting dollars to service-disabled veteran-owned small businesses each year. This allows DVBEs to have access to some set-aside contracts. To uplift veterans, the government has assigned a set percentage for DVBEs. This allows them to have a leveled playing field in the industry and a chance to be independent.
When it comes to a project related to public works, state agencies often choose to streamline their process by selecting an “SB/DVBE Option”. This allows them to contact registered DVBEs within the state and can assign a contract to them easily. By law, state agencies are required to get quotes from at least two DVBEs. This is a huge advantage for those looking to secure a federal contract. By working with a DVBE like Choice Builder Solutions, one is securing a higher chance of closing a federal contract.
