What Is a Disabled Veteran-Owned Business Enterprise?

A Disabled Veteran-Owned Business Enterprise, or a DVBE, is a term used by the State of California, public utilities, and many private corporations to designate a company that is owned and controlled by a Veteran with a Service-Connected Disability rating from the Department of Veterans Affairs.

For DVBE certification purposes, a "disabled veteran" is:

A veteran of the U.S. military, naval, or air service;
The veteran must have a service-connected disability of at least 10 percent or more; and
The veteran must reside in California.

To be certified as a DVBE, a company must meet the following requirements:

• It must be at least 51 percent owned by one or more disabled veterans
  
• Daily business operations must be managed and controlled by one or more disabled veterans

The federal government's goal is to award at least three percent of all federal contracting dollars to service-disabled veteran-owned small businesses each year.
